è stata pubblicata sulla Gazzetta Ufficiale 132 del 10 giugno 2003, la legge 5 giugno 2003, n.131, che detta le norme fondamentali per l`attuazione della riforma federalista dello Stato, avviata con la legge costituzionale 3 del 2001.
Ricordiamo che tale provvedimento legislativo contiene disposizioni di grande impatto istituzionale, in materia di riparto delle competenze legislative fra Stato e Regioni (artt.1 e 3), definizione delle funzioni fondamentali degli enti locali (art.2), potestà normativa degli enti locali (art.4), attività comunitaria ed internazionale delle Regioni (artt.5 e 6), riparto delle funzioni amministrative (art.7), poteri sostitutivi del Governo (art.8) e ricorsi alla Corte Costituzionale (art.9).
Viene inoltre istituita, nelle Regioni a statuto ordinario, la figura del Rappresentante dello Stato per i rapporti con il sistema delle autonomie, con compiti di raccordo tra le istituzioni dello Stato presenti sul territorio, nonchè fra lo Stato e la Regione (art.10).
