In occasione dell`Assemblea congressuale del 9 dicembre scorso, il Presidente dell`Unione delle Province Italiane (UPI) ha sottolineato che le Province potrebbero contribuire sostanzialmente al rilancio degli investimenti, per un importo complessivo pari a 5,2 miliardi di euro, ma che le attuali regole di finanza locale, in particolare il Patto di stabilità interno, non permettono di immettere nel circuito produttivo le risorse disponibili per far ripartire l`economia reale.
Secondo l`UPI, le Province potrebbero avviare 3,6 miliardi di euro di opere medio-piccole nei prossimi 6 mesi.
Inoltre, il patto di stabilità interno impedisce le Province di pagare imprese di costruzioni, a fronte di lavori regolarmente eseguiti, per circa 1,6 miliardi di euro.
