È impossibile fare ricorso a un avvalimento che abbia l’esclusivo scopo di far conseguire all’impresa ausiliata una migliore valutazione dell’offerta, laddove quest’ultima non necessiti di alcun incremento delle risorse per partecipare alla gara.
